Shall the Pardeeville Area School District, Columbia and Marquette Counties, Wisconsin be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $905,000 for the 2014-15 school year, by $885,000 for the 2015-2016 school year, and by $850,000 for the 2016-17 school year and the 2017-18 school year, for non-recurring purposes for operational expenses?

Question 2:
Shall the Pardeeville Area School District, Columbia and Marquette Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $800,000 for the public purpose of paying teh cost of capital improvement projects at District buildings and sites, including boiler replacement, roof and building repairs, equipment to restart the tech education program, asbestos tile remove ald tile replacement of parking lot repairs?
Impact of "Yes" vote
Gives the District permission to borrow, not to exceed, $800,000 for capital improvement projects.
Principal and interest payments on borrowed funds would be included in District tax levy for 10 years.
As District’s existing debt payments are declining, the new debt payments would be added.

Shall the Pardeeville Area School District, Columbia and Marquette Counties, Wisconsin be authorized to issue pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $1,000,000 for the public purpose of paying the cost of remodeling and improvement projects at various District buildings and sites; upgrading technology and acquiring furnishings and equipment?
Impact of a “Yes” vote:
Gives the District permission to borrow, not to exceed, $1 million for building remodeling and improvement projects; upgrading technology and acquiring furnishings and equipment. The District would repay the amount borrowed by levying a tax for the principal and interest payments over ten years.
Districts existing debt payments will decline by $142,700 for the 2012-2013 budget.
2012 Referendum Question I debt levy is estimated at $83,700 for the 2012-2013 budget.
Districts’ total debt levy, including the 2012 Referendum Question I, will decline $59,000 for the 2012-2013 budget.

Shall the Pardeeville Area School District, Columbia and Marquette Counties, Wisconsin for the 2012-2013 school year and 2013-2014 shool year be authorized to exceed the revenue limit specified in Section 121.91, Wisconsin Statutes, by $925,000 a year, for non-recurring purposes?
Impact of “Yes” vote on Question II
Increase of $925,000 allows school district to maintain most programs and services for 2012-2013 and 2014-2014.
This referendum is tax levy neutral since it is using $875,000 from the current 2011 tax bill plus $50,000 from the decline in existing debt payments.
Even if the referendum is successful, the school district will need to cut $120,000 in 2012-13 due to decrease in revenue control.

Question:
Be it resolved by the School Board of the Pardeeville Area School District, Columbia and Marquette Counties, WIsconsin, that for the purpose of providing the operational needs of the school district, the school district budget for each of the 2010-2011 and 2011-2012 school years shall include the following amounts in excess of the revenue limits imposed by Section 121.91 (2m), Wisconsin Statutes: for the 2010-2011 school year an amount of $875,000 on a nonrecurring basis; and for the 2011-2012 school year an amount of $875,000 on a nonrecurring basis.
Important facts:
The referendum is asking taxpayers to extend for two more years the 2007 referendum authority request of $875,000.
The referendum is tax levy neutral-the $875,000 was already in the December 2009 tax bill.
Even if the referendum is successful, the school district would need to cut $400,000 in 2010-11 and $300,000 in 2011-12.
